kyojin kyojin no attack!: the tiny army attacks the target(s).
kyojin kyojin no wall: the army creates a 6 foot wall by climbing over each other.
kyojin kyojin no spear: the army gathers around Sal's arm, then extends toward the enemy (like gomu gomu pistol).
kyojin kyojin no armor: the army gathers all over Sal's body and acts like armor.

Devil Fruit Ability: NO! it does not make you a giant, instead it lets you create an army of 200 little people who are only about 1/2 inch tall (thats 5cm for you wierd metric users) who will do your bidding. He must wait until the ENTIRE army is destroyed before he can recreate them.
Personality: merciless, cold and collected and almost never displays any emotions.
Hobbies: pestering Sear Locke with unsolvable crimes.

History: Sal grew up with Locke, and the two were quite close. Best freinds, in fact. The only problem was that Locke was in the criminal investigation unit, Sal was a full fledged marine, so they hardly got to see each other. As a marine, Sal was sent all over the world, and fought in many battles.

On one particular campain, Sal's entire squadron was wiped out by the rival forces, and he was left alone. He had to forrage for food, and came across the kyojin kyojin no mi. Without knowing what it was, Sal devoured it, and with this new found power, he destroyed the enemy forces single handedly, and by the end of it, he was a changed man.

He felt abandoned by the government, and sought out revenge. He kills officals and low level recruits without mercy and with out a trace of evidence, thanks to the work of his little army. But Locke is hot on his trail, and can spot his work a mile away.

Evolve Arms: Used after a normal punch (he has to evolve by doing something normal first). Locke uses his evo evo no mi to give him like gorilla arms.

History: Locke's parents endocrined him into the world government at a very young age. Although he lacked the physical strength of his parents, he made up for it with his brains. As he grew up, he enlisted into the Criminal Investigation Department.

One day, at a routine crime scene, Locke deduced that the two victims at the scene had actually killed each other. "Probably over some sort of tresure or knick-knack" he said as he was about to close the case. But then, he couldn't help but notice a strange looking object behind one of the bodies. It was the Evo Evo no mi.

Locke's greatest challange, however, is his one time best friend Sal the giant. Sal uses the kyojin kyojin no mi, with it he can create an army of little soliders to do his bidding, which is ussally the murder of innocent marines. And thanks to the soldier's size, they leave evidance that is impossible to see to an average human.

Now, thanks to his enhanced abilities, he has become the governments top dectective, and has put countless murders and sumgglers away.

Body: Buff (Think Franky)

Description: Strong, thick, highly defensive.
Clothes: white wife-beater with red boxing shorts and sandals.
Weapons: His unique fighting style called Tumble Kenpo. It consists of different rolling attacks. He is almost unstoppable when he rolls, but the weakness is the extreame dizzyness he gets when he fights for a while.

Tumble: Strike!: Anround revs up and gains momentum and friction then launches at his opponet(s). He can steer himself while tumbling.
Tumble: Spare!: Annie spins on his side, leaving one foot out to kick multiple opponents.
Gutter ball: Anround tumbles, then bounces up and down, on top of the enemy.
Bumper Bowling: An attack used indoors. Annie rolls back and forth off the walls at blinding speeds to attack multiple enemies.
Tumble: 7-10 Split: a sweeping zig zag attack while rolling.

History: Anround's father was born in karate island, and fancy's himself a "martial arts master", in that he is profishent in many styles. For Anround's fifth birthday, his father promised to teach him any style he wanted, Annie of course picked Tumble kenpo.

He trained hard, and his father kept up his motivation by starting a little friendly compition between the two. Annie tried his hardest to surpass his father, and to this day he still can't. Anyway, despite his fathers desperate attempts to persuade him other wise, Anround become obsessed with pirates. He dreamed of being a famous pirate with the highest bounty in the world.

As an adult, he constantly messes with the government, but has yet to gain a bounty. Currently, he is being detained on the island prision "Gallows".

Hmmm. Is there a limit to his ability?

I think you mean Locke's. Yes, the only things that can evolve is stuff he already has (ie: he cant grow wings, tail, spikes or whatever). And he can't become invincilble or god-like. If you think he's too overpowered though, i'll change some stuff around, like a 10min waiting period between different evolutions.

That'll be good..as creating too many small 'men' may lead to over -powering of the character and make it appear god like...
Also specify how many of those creatures can be make at a time.....!

Please make it clear. And also: is he able to create new ones when one is destroyed, or must he wait till all are destroyed before he's able to create new ones?
Then it'll be approved, cause the rest looks good.
