Name: Souyou Kotetsu

Nickname: none

Age: 13

Appearance: Just a normal 13-year old. He has brown spiky hair. A forehead-protector of the Cloud Village. And since he's left-handed, he has his kunai and shurikens at his left side.. Mostly he wears dark grey clothes. On both his arms and his chest are tattoos of his clan. On his chest in the middle is a single cloud, which is engulfed by lightning rays, those lightning rays end on the back of his hands. His belly is left alone. Only his chest and arms and his back as some kind of mirror for his front, only this time not going over the arms as well.

Elemental Chakra: Lightning

Bloodline: Just the secret techniques passed down in his family.

Jutsu:
- Kawarimi no Jutsu: Substitution (requires no more explanation right?)

- Bunshin no Jutsu: Clone technique, clone isn't physical though.

- kage Shuriken no Jutsu: By throwing two shurikens and hiding one in the other's shadow, one makes it seem like just one is thrown, making the second more lethal.

- Raiton: Harikiri bunshin no jutsu: A clone technique which is one of the trademarks of his clan. The clone looks the same as the user, but consist of very dense and concentrated electric particles. The clone throws himself at the opponent, electrocuting him. Although the voltage isn't enough to really kill a man, it hurts quite much.

- Raiton: raijiheki no jutsu: Surrection of a wall of lightning. Pulverizing most incoming attacks.

This all for now. Eventually he'll learn more powerfull clan techniques, which will mostly revolve around the Lightning element, but not all...DUN DUN DUN

History:
He grew up in one of the most prestiguous families of the Hidden Village of Cloud. His clan possessed the strongest Lightning techniques, and had been in charge of the internal Police for decades. He has an older brother, who was extremely talented and had become a member of the ANBU by now. Kotetsu wants to become like him, and trains diligently to become strong.
He has just completed the academy. And became a genin last year.

And I think Kouen means for us to be of the Leaf Village, since he have to be either genin or Academy Students

A ninja could be from any village and still be a genin...all village's have the same rankings (or else the Chuunin Exams wouldn't have had ninjas from so many different villages...)

But yeah, maybe Kouen wants all of us to be from Konoha though anyway.

In my opinion, yes, it would be.

I don't care what Village you are from, as long as you can come up with a good excuse for your character to be in Konoha, since the story will revolve around the Leaf Village. And your character, congratz, you are the first one to get an approved character. I like the bloodline.
